A step-by-step utility-setup checklist for a San Antonio move: CPS Energy (sole electric provider) with seasonality budgeting, SAWS water/sewer, internet, and renters insurance.

Why San Antonio’s setup is different

Two things, and both catch people moving from elsewhere in Texas.

CPS Energy is the sole electric provider. San Antonio opted out of deregulation, so there is no provider to shop, no plan to compare, no switching bonus. If you have moved from Dallas or Houston, this is the step where you go looking for a comparison site and discover there is not one.

SAWS handles water and sewer, except at the many communities that bill it back through RUBS instead, in which case you never open an account at all.

Everything else is the normal move-in sequence. Those two are the local specifics, and they are what our moving concierge is built around rather than a generic checklist.

Budgeting for a South Texas summer

CPS Energy seasonality, and why it needs budgeting

Cooling load dominates the bill here from roughly June through September, and the season is long. The swing between a January bill and an August bill in the same unit is large enough to matter to a monthly budget.

It is also larger in an older building envelope than in 2015-and-newer construction. Which produces a real trade-off worth pricing before you sign: a unit renting $75 below a newer one, in a 1985 building, may cost $50 or more extra a month to cool for four months of the year. That is not a $75 saving.

Budget the summer number, not the average

An annual average is a comforting figure that does not correspond to any month you will actually experience. Plan against what August looks like and the rest of the year takes care of itself.

RUBS, and what it means for comparing units

A RUBS charge, Ratio Utility Billing System, means the property receives one water and sewer bill and allocates it across units by a formula, usually based on occupancy or square footage rather than your actual usage. It commonly runs $40 to $90 a month and is mandatory where used.

Two implications. First, you cannot reduce it by using less water. Second, two units at the same advertised rent with different billing arrangements are not the same price, and the listing will never tell you which is which.

That is part of the broader mandatory stack, valet trash, pest, RUBS, billing admin, tech and amenity packages. That adds 7-15% over base rent across this market. The full breakdown is on what San Antonio apartments actually cost per month.

Internet: check before you order

AT&T Fiber, Spectrum and Google Fiber all serve parts of the city, and availability is address-specific rather than neighborhood-specific. Ask the property which providers actually serve the building, not which serve the area.

The trap is mandatory bulk internet. Some newer communities include an internet charge in the fee stack whether you use it or not. Order your own service on top and you are paying twice for something you only need once. One question at the leasing office removes the risk.

Renters insurance

Nearly every lease here requires it, usually with a minimum liability limit and the property named as an interested party. It is inexpensive, and having proof of a bound policy in hand a week before keys day avoids a keys-day problem. We do not sell it and we do not take a referral fee from anyone who does.

Documenting the unit on day one

Walk it with your phone before anything comes off the truck. Photograph every wall, the floors, the appliances, inside cabinets, the bathroom fixtures. Note anything on the property’s move-in condition form and keep a copy.

It takes twenty minutes and it is the single best thing you can do to protect a deposit that you will want back in a year.

SAWS, the San Antonio Water System.
